Product Overview The Pet Collar - Dog Collar, classified under HS Code 420100, is a specialized accessory designed for securing identification, control, and aesthetics of domestic dogs. This product typically comprises durable materials such as leather, synthetic polymers, or fabric blends, processed through precision cutting, stitching, and finishing to ensure strength, flexibility, and resistance to wear. Key physical specifications include adjustable lengths ranging from 20 cm to 70 cm and widths between 1.0 cm and 3.5 cm, with metal or polymer buckles and attachment rings for leashes or identification tags. HS Code 420100 broadly encompasses articles of leather or composition leather, including harness and saddlery, under which dog collars are subcategorized based on material composition and manufacturing technique. Commercially, these collars serve critical roles in pet retail, veterinary services, and animal control sectors, providing both functional restraint and safety identification. The product’s value proposition lies in its compliance with international durability standards, ease of maintenance, and adaptability to diverse canine sizes, thus positioning it competitively within global pet accessory markets. HS Code Classification & Trade Specifications The Pet Collar - Dog Collar is classified under HS Code 420100, where Chapter 42 denotes “Articles of leather; saddlery and harness; travel goods, handbags and similar containers; articles of animal gut (other than silk-worm gut)”. Heading 4201 specifies “Saddlery and harness for any animal (including traces, leads, and the like) and parts thereof,” while subheading 420100 precisely covers “Saddlery and harness for any animal.” The classification is justified by the product’s primary composition of leather or synthetic alternatives and its function as an animal harness accessory. Trade considerations include packaging in moisture-resistant, ventilated cartons or polybags to prevent mildew and deformation during transit. Preservation methods emphasize maintaining material integrity against humidity and UV exposure. Shipping requirements conform to WTO and international customs protocols, ensuring accurate declaration and tariff application. Quality standards adhere to ISO 9001 for manufacturing processes and ASTM F2132 for product safety and performance, facilitating seamless customs clearance and minimizing trade disputes. This detailed classification supports import/export compliance, enabling efficient tariff assessment and regulatory adherence in international trade operations.
