Product Overview Leather handbags classified under HS Code 420221 are defined as handbags made predominantly of leather or composition leather, designed for carrying personal items. These products typically feature dimensions ranging from 20 to 40 centimeters in width and 15 to 30 centimeters in height, constructed with high-quality full-grain or top-grain leather, exhibiting durability and resistance to wear. Processing involves precision cutting, stitching with industrial-grade threads, and finishes such as aniline or semi-aniline treatments to enhance texture and water resistance. Within HS Code 420221, subcategories include handbags with shoulder straps, clutch bags, and multi-compartment designs, each tailored to specific consumer needs. Commercially, these handbags serve as essential accessories in retail and fashion sectors, facilitating personal item transport in both daily and professional contexts. Their value proposition is anchored in the combination of functional design, material longevity, and compliance with international quality benchmarks, positioning them competitively in global markets where craftsmanship and material integrity are paramount. HS Code Classification & Trade Specifications HS Code 420221 falls under Chapter 42 (Articles of leather; saddlery and harness; travel goods, handbags and similar containers), Heading 4202 (Trunks, suitcases, vanity-cases, executive-cases, briefcases, school satchels and similar containers), with Subheading 420221 specifically denoting handbags made of leather or composition leather. The classification is based on the product’s primary material composition and intended use for carrying personal effects. Trade considerations for these handbags include packaging in reinforced cardboard cartons with internal padding to prevent deformation during transit, and preservation techniques such as humidity-controlled storage to maintain leather integrity. Shipping typically adheres to containerized methods compliant with International Maritime Organization (IMO) standards, ensuring protection against moisture and mechanical damage. Quality standards align with ISO 9001 for manufacturing processes and ISO 14001 for environmental management, with physical attributes such as tensile strength (minimum 15 MPa) and water resistance conforming to ASTM leather testing protocols. This classification framework ensures consistency with World Customs Organization (WCO) guidelines and facilitates smooth customs clearance and trade compliance across international jurisdictions.
