Manicure set HS Code description

Manicure set harmonized system code

Product Overview The manicure set classified under HS Code 821420 encompasses a curated collection of hand and nail grooming instruments primarily composed of metal alloys such as stainless steel or carbon steel, featuring precision-engineered cutting edges and ergonomic handles. Typical components include nail clippers, cuticle trimmers, nail files, tweezers, and scissors, each subjected to advanced finishing processes like electro-polishing or passivation to enhance corrosion resistance and durability. This product category falls under HS Code 821420, which specifically covers manicure or pedicure sets and instruments. Subclassifications within this code differentiate between complete kits and individual tools, as well as variations in material composition and intended professional or personal use. Commercially, these sets serve a broad spectrum of applications including retail distribution in personal care sectors, professional use in salons, and inclusion in hospitality amenities. Their value proposition lies in combining multifunctionality with precision craftsmanship, meeting stringent hygiene and safety standards critical in personal grooming industries and facilitating ease of use for end consumers and professionals alike. HS Code Classification & Trade Specifications HS Code 821420 is structured within Chapter 82 – Tools, implements, cutlery, spoons and forks, of base metal; parts thereof. The full six-digit code is 8214.20, where ‘82’ designates the chapter for base metal tools, ‘14’ refers to razors and manicure or pedicure sets and instruments, and ‘20’ specifies manicure or pedicure sets. The classification rationale is based on the product’s composition, functionality, and assembly as a complete grooming kit or individual instruments designed specifically for nail care. Trade considerations include packaging in corrosion-resistant, tamper-evident containers, often in blister packs or sealed cases to maintain instrument integrity and hygiene during transit. Preservation methods focus on moisture control using desiccants to prevent oxidation. Shipping requirements comply with international standards for small metal tools, emphasizing secure packaging to prevent damage and contamination. Quality standards align with ISO 22716 for cosmetics good manufacturing practices (GMP) and relevant ASTM or EN standards for stainless steel cutlery and grooming tools. This classification ensures consistent customs processing and facilitates compliance with WTO agreements and international trade documentation protocols.
