Marker - marker pen HS Code description

Marker - marker pen harmonized system code

Product Overview Marker pens classified under HS Code 960820 are defined as writing instruments that utilize a felt tip or similar porous material to apply ink to surfaces. These markers typically feature a cylindrical barrel, measuring approximately 120-150 mm in length and 10-15 mm in diameter, and contain solvent-based or water-based inks designed for permanent or non-permanent marking. The processing involves precision manufacturing to ensure consistent ink flow and tip durability, with quality attributes including fast drying time, high pigmentation, and resistance to smudging and fading. HS Code 960820 encompasses subcategories such as permanent markers, whiteboard markers, and specialty markers (e.g., industrial or textile markers), each differentiated by ink composition and intended surface application. Commercially, marker pens serve critical roles across food service labeling, retail inventory tagging, and industrial processing for batch coding and quality control, offering versatility and reliability. Their market positioning is anchored in compliance with international safety standards and compatibility with diverse substrates, providing a standardized solution for global trade and operational requirements. HS Code Classification & Trade Specifications The HS Code 960820 is situated within Chapter 96 (Miscellaneous Manufactured Articles), specifically under Heading 9608, which covers “Ball point pens; felt tipped and other porous-tipped pens and markers; fountain pens, stylograph pens and other pens; duplicating stylos; propelling or sliding pencils; pen-holders, pencil-holders and similar holders; parts (including caps and clips) of the foregoing articles.” The subheading 960820 specifically designates "Felt tipped and other porous-tipped pens and markers." This classification is justified by the marker pen’s structural and functional characteristics, aligning with international nomenclature standards set by the Harmonized System. Trade considerations for these markers include packaging in moisture-resistant blister packs or cartons to prevent ink drying, with typical preservation methods involving sealed caps and inert atmosphere packaging for bulk shipments. Shipping requirements emphasize protection from temperature extremes to maintain ink viscosity and prevent leakage. Quality standards adhere to ISO 14145-2 and ASTM D4236 guidelines for non-toxicity and ink safety, ensuring compliance with WTO trade facilitation agreements and customs documentation protocols. These specifications facilitate accurate tariff application, customs clearance, and regulatory adherence in international commerce.
