Nail clippers HS Code description
Nail clippers harmonized system code
Product Overview Nail clippers classified under HS Code 821420 are precision hand tools designed for trimming and shaping fingernails and toenails. These implements typically consist of stainless steel or other corrosion-resistant metals, featuring a lever mechanism and cutting blades engineered for durability and clean cuts. Physical specifications generally include dimensions ranging from 40 mm to 70 mm in length, with blade thickness between 0.5 mm and 1.5 mm, ensuring ergonomic handling and effective clipping performance. The HS Code 821420 encompasses various subcategories such as nail clippers with attached nail files, those with integrated catchers for clipped nails, and specialized models for medical or cosmetic use. Commercially, these products are widely utilized in personal grooming sectors, retail outlets, hospitality services, and healthcare facilities, serving both individual consumers and professional manicurists. Their value proposition lies in precision manufacturing, corrosion resistance, and compliance with hygiene standards, positioning them competitively in international markets requiring consistent quality and regulatory adherence. HS Code Classification & Trade Specifications The HS Code 821420 is structured as follows: Chapter 82 (Tools, implements, cutlery, spoons and forks, of base metal), Heading 8214 (Other articles of cutlery), and Subheading 821420 (Nail clippers). This classification is grounded in the product’s functional design as a cutting implement intended specifically for nail trimming, distinct from general cutting tools or scissors. Trade considerations emphasize standardized packaging formats, often bulk-packed in moisture-resistant blister packs or cardboard boxes with desiccants to prevent corrosion during transit. Preservation methods focus on anti-tarnish treatments and corrosion inhibitors applied pre-shipment. Shipping protocols comply with international standards, including ISPM 15 for wooden packaging where applicable, and adherence to WTO trade facilitation agreements to streamline customs clearance. Quality standards align with ISO 27427 for quality management in tool manufacturing and relevant ASTM specifications for corrosion resistance and mechanical strength. This classification and specification framework ensures accurate customs declaration, tariff application, and facilitates seamless international trade operations.
