Paper straws HS Code description

Paper straws harmonized system code

Product Overview Paper Straws classified under HS Code 482390 are single-use, tubular drinking straws manufactured primarily from cellulose-based paper materials. These straws typically exhibit a diameter ranging from 6 to 8 millimeters and lengths between 190 to 210 millimeters, designed to meet standardized drinking straw dimensions. The production process involves precision die-cutting, spiral rolling or layering techniques, and food-grade adhesive bonding to ensure structural integrity and moisture resistance. Quality attributes include biodegradability, compliance with FDA food contact regulations, and resistance to disintegration during typical beverage consumption times. Subcategories within HS Code 482390 encompass plain paper straws, printed or colored variants, and those with additional coatings for extended durability. Commercially, these products find extensive application in the food service sector, including restaurants, cafes, and fast-food outlets, as well as retail packaging for consumer use. Their environmental advantage over plastic alternatives positions them competitively within sustainable supply chains, meeting increasingly stringent regulatory requirements for single-use items worldwide. HS Code Classification & Trade Specifications The HS Code 482390 falls under Chapter 48 (Paper & Paperboard; Articles of Paper Pulp), Heading 4823 (Other Paper, Paperboard, Cellulose Wadding and Webs of Cellulose Fibres, Coated, Impregnated, Covered or Laminated), with Subheading 482390 specifically denoting “Other articles of paper or paperboard.” This classification is justified by the product’s composition—paper-based material fabricated into drinking straws—and its exclusion from other more specific categories such as paper tableware or kraft paper products. Standard trade practices for paper straws involve bulk packaging in moisture-resistant, corrugated fiberboard cartons, often shrink-wrapped to prevent contamination and maintain hygiene during transit. Preservation techniques include humidity control and storage in temperature-stable environments to prevent deformation or microbial growth. Compliance with international quality standards such as ISO 9001 and relevant FDA or EFSA food safety certifications is mandatory. These specifications ensure adherence to WTO trade facilitation protocols and customs documentation accuracy, facilitating smooth cross-border movement and classification consistency in global markets.
