Pencil sharpener HS Code description

Pencil sharpener harmonized system code

Product Overview The pencil sharpener classified under HS Code 821410 is a mechanical or electric device used for sharpening pencils by shaving away the wood and graphite core to produce a fine writing or drawing tip. Typically constructed from durable materials such as metal alloys, high-grade plastics, or a combination thereof, these sharpeners exhibit precise engineering to ensure consistent and efficient sharpening performance. Key physical specifications include blade hardness (often stainless steel or carbon steel), dimensions ranging from compact handheld units (approximately 5-10 cm in length) to larger desktop models, and blade replacement or maintenance features. HS Code 821410 encompasses various subcategories, including manual single-blade sharpeners, multi-blade variants designed for different pencil diameters, and electric sharpeners with motorized mechanisms. These products are predominantly utilized in educational, office, and artistic environments but also find applications in retail and stationary supply chains. Their value proposition lies in reliability, ease of use, and compliance with ergonomic standards, positioning them competitively in both domestic and international markets. HS Code Classification & Trade Specifications The pencil sharpener falls under the Harmonized System Code 821410, where ‘82’ denotes the chapter for "Tools, implements, cutlery, spoons and forks, of base metal," ‘14’ specifies "Pencil sharpeners," and ‘10’ designates the subheading for mechanical or electric pencil sharpeners. This classification is based on the product’s primary function and material composition, aligning with the World Customs Organization’s nomenclature for precise tariff and regulatory handling. Trade considerations include packaging in moisture-resistant materials such as polyethylene bags or blister packs, often combined with cardboard backing to prevent damage during transit. Preservation methods focus on corrosion prevention for metal blades, commonly employing rust inhibitors or protective coatings. Shipping requirements mandate compliance with international packaging standards (e.g., ISPM 15 for wooden packaging) and adherence to customs documentation protocols to facilitate seamless clearance. Quality standards are typically governed by ISO certifications related to manufacturing processes and product safety, ensuring durability metrics such as blade sharpness retention and ergonomic compliance are met. This detailed classification supports accurate tariff application, trade compliance, and efficient customs processing on a global scale.
