Sugar - white & refined sugar HS Code description

Sugar - white & refined sugar harmonized system code

Product Overview Sugar - White & Refined Sugar classified under HS Code 170199 is defined as sucrose obtained from sugarcane or sugar beet that has undergone extensive purification and refining processes to produce a crystalline, white, and highly purified product. Physically, it appears as fine to medium-sized granules or powder with a purity level typically exceeding 99.7% sucrose content, exhibiting minimal moisture content (usually below 0.05%) and negligible impurities. This category encompasses subtypes including refined white granulated sugar, caster sugar, and powdered/confectioners’ sugar, all standardized under the 1701 heading but differentiated by particle size and processing refinement. Commercially, this sugar grade is widely utilized across food service sectors, confectionery manufacturing, beverage production, and retail packaging due to its consistent sweetness, solubility, and storage stability. Its value proposition lies in its compliance with international food safety standards, uniform quality attributes, and suitability for diverse industrial applications, making it a preferred commodity in global supply chains where consistency and purity are critical. HS Code Classification & Trade Specifications The HS Code 170199 falls within Chapter 17, which covers "Sugars and Sugar Confectionery," with heading 1701 specifying "Cane or beet sugar and chemically pure sucrose, in solid form." The subheading 170199 pertains to "Other sugars, including chemically pure lactose, maltose, glucose and fructose, in solid form; sugar syrups not containing added flavouring or colouring matter; artificial honey, whether or not mixed with natural honey." The classification rationale is based on the product’s composition (pure sucrose), physical state (solid), and refinement level, aligning it accurately within this tariff category. Trade considerations include packaging in moisture-resistant, food-grade materials such as multi-layer paper bags or polypropylene sacks, typically ranging from 25 to 50 kilograms, to ensure product integrity during transit. Preservation methods emphasize humidity control and contamination prevention to maintain crystalline structure and prevent caking. Quality standards adhere to Codex Alimentarius guidelines and ISO 9001 certifications, confirming compliance with World Trade Organization (WTO) regulations and facilitating streamlined customs clearance and trade compliance globally.

Sugar - white & refined sugar Chapter Note

Subheading Notes. 1.- For the purposes of subheadings 1701.12, 1701.13 and 1701.14, “raw sugar” means sugar whose content of sucrose by weight, in the dry state, corresponds to a polarimeter reading of less than 99.5. 2.- Subheading 1701.13 covers only cane sugar obtained without centrifugation, whose content of sucrose by weight, in the dry state, corresponds to a polarimeter reading of 69° or more but less than 93°. The product contains only natural anhedral microcrystals, of irregular shape, not visible to the naked eye, which are surrounded by residues of molasses and other constituents of sugar cane.
