Wet blue leather HS Code description

Wet blue leather harmonized system code

Product Overview Wet blue leather classified under HS Code 410411 refers to chromium-tanned bovine leather that is semi-processed and preserved in a wet, pliable state. This intermediate product undergoes primary tanning using chromium salts, which imparts enhanced durability, uniform thickness typically ranging from 1.0 to 3.0 mm, and a characteristic pale blue coloration. Key physical specifications include moisture content maintained between 35-45%, with a tensile strength generally exceeding 15 MPa and a shrinkage temperature above 100°C, indicative of effective chromium tanning. HS Code 410411 encompasses subcategories such as full hides, splits, and grain layers, differentiated by thickness and finishing level but uniformly retaining the wet blue state. Commercially, wet blue leather serves as a foundational raw material extensively utilized in the manufacturing of footwear, automotive upholstery, furniture, and leather goods, where it is further processed into finished leathers. Its semi-processed condition facilitates customization in subsequent tanning, dyeing, and finishing stages. Positioned as a critical input in global leather supply chains, wet blue leather under this classification offers trade professionals a standardized product with predictable quality attributes, enabling efficient downstream processing and compliance with international standards. HS Code Classification & Trade Specifications The HS Code 410411 is structured as follows: Chapter 41 (Raw hides and skins, leather, fur skins and articles thereof; saddlery and harness; travel goods, handbags and similar containers; articles of animal gut), Heading 4104 (Tanned or crust hides and skins of bovine or equine animals, without hair on), and Subheading 410411 (Wet blue leather, chrome-tanned). This classification is based on the product’s tanning process (chrome tanning), species origin (bovine), and physical state (wet, uncrust leather). Trade considerations for wet blue leather under this code include packaging in ventilated, moisture-retentive wrappings such as polyethylene-lined polypropylene bags or wooden crates to maintain hydration and prevent oxidation during transit. Preservation typically involves controlled refrigeration at 4-8°C or chemical stabilizers to inhibit microbial degradation. Shipping methods prioritize minimal mechanical stress and exposure to contaminants to preserve the leather’s structural integrity. Quality standards align with ISO 17075 and national leather testing protocols, focusing on chromium content (minimum 3-5% by weight), pH levels (3.5-4.5), and absence of defects affecting usability. Compliance with WTO agreements and adherence to customs documentation requirements, including accurate declaration of HS codes and product descriptions, is essential for smooth cross-border trade and tariff application.
