Product Overview Books classified under HTS 4901.99 are printed, bound bibliographic units consisting of assembled leaves or single sheets presented as books, booklets, brochures or similar printed matter not specifically enumerated in other Chapter 49 provisions. Key characteristics: physical specifications (trim dimensions commonly 90–310 mm × 140–240 mm; unit weight typically 50–1,200 g; paper stock 60–300 g/m2; page counts and finished thickness variable); processing levels (offset, digital or gravure printing; finishing such as perfect binding, case binding, saddle stitch or Smyth‑sewn signatures; varnish, lamination, spot UV); and quality attributes (print resolution typically ≥150–300 dpi; CMYK or spot color systems; archival/acid‑free paper where required). Subclassification within 4901.99 generally includes miscellaneous printed books not covered by specialized headings: general trade books, pictorials, manuals, compilations and multi‑format volumes lacking a distinct tariff provision. Commercial applications encompass retail distribution, library supply, educational coursepacks, corporate manuals, point‑of‑sale literature and printed inserts for packaging or marketing services. HTS Code Classification & Trade Specifications Complete 6‑digit HS structure: Chapter 49 (Printed books, newspapers, pictures and other products of the printing industry); Heading 4901 (Printed books, brochures, leaflets and similar printed matter); Subheading 4901.99 (other printed books and similar matter not elsewhere specified). Classification rationale: inclusion is determined by form and function—bound or assembled printed leaves intended as books/booklets with printed text or images—excluding items covered by other specific tariff headings (e.g., newspapers, maps, certain educational materials). Trade considerations: standard packing is corrugated cartons unitized on EUR/ISO pallets with moisture/vapor barriers and desiccants for long transit; typical carton metrics are 10–50 units, net weight 5–25 kg, pallet height ≤1.6 m. Shipping/documentation requirements: mark cartons with HTS 4901.99, ISBN/identifier, country of origin, gross/net weights, and provide commercial invoice, packing list and any preferential origin certificates. Quality standards commonly referenced include ISO 12647 (printing process control) and ISO 9706 (paper permanence); recommended storage RH 35–65% and temperature 10–25 °C to prevent dimensional instability.
